1 APOLOGIES FOR ABSENCE

Apologies for absence should be notified to the Clerk by noon on the day of the meeting, if possible.

2  DECLARATION OF INTERESTS

Members to declare any disclosable pecuniary interest or non-pecuniary interest which they have in any item of business on the agenda, the nature of that interest, and in respect of disclosable interests, to leave the meeting prior to the discussion of that item.

Whilst the Clerk can advise on the Code of Conduct and its interpretation, the decision to declare, or not, is the responsibility of the Parish Councillor, based on the particular circumstances.

3  MINUTES

4.1  To approve the Minutes of the Meeting held on 26 November 2019.

To consider any issues not the subject of a separate item on the agenda.

4  PUBLIC QUESTION TIME

Members of the public are able to ask a question or make a statement. Questions or statement must relate to the business of the Parish Council, either generally, or in respect of any item on the agenda.

The Chairman or Clerk will respond to questions, but if the Chairman considers that another councillor might have the information, she will defer to him/her. This slot is for members of the public; councillors should not participate unless invited to do so by the Chairman.

5 BUDGET 2020-2021

5.1 Quotation from Selectmark

Enclosed is a quotation from Selectamark for the provision of the ‘DNA’ kits, one to be delivered to each household in the parish.

The price is £1,846.00 net and £369.20 which is £2,215.20.

The budget proposals at the previous meeting included a sum of £1,800 for the kits. This was based on a fee of £10 for each kit and 180 dwellings in the parish. There was no provision for signage which will be required throughout the parish. The enclosed quotation does not include the cost of signs and Members might wish to allow a conservative sum to cover this.

5.2 Distribution of the DNA’ Kits

Members are asked to consider the best method of distributing the kits to householders.

5.3 Revised Budget Proposals

At its meeting on 28 November 2019, the Parish Council approved its budget for 2020-2021. Subsequent to that, the costs of the Securimark (Operation Shield) equipment has been notified as £1,800 and there is currently insufficient funding for this in the new budget.

The budget proposals indicated on the revised schedule require a precept of £5,050. At the November 2019 meeting, the calculations indicated a precept requirement of £4,500. The Parish Council is asked to review the schedule and, subject to any further amendments to be made, authorise a precept of £5,050. Where changes have been made, the cells are shown in yellow for ease of reference.

At the time the budget was agreed, it was assumed that it would be unlikely that any grant requests would be forthcoming before 31 March 2020; however, agenda item 7 below gives details of a grant request.

At the Clerk’s request, Cheshire East Council has agreed to accept a late precept notification on Tuesday, 22 January 2020.

6 AUTHORISATION OF PAYMENTS

To approve the following payment:

7  GRANT APPLICATION – CHOLMONDELEY BOWLING CLUB

The Parish Council is asked to consider a request from Cholmondeley Bowling Club for a grant. This is the second request the Club has made. The previous application was declined in March 2019.

This application appears to be for a contribution towards the cost of equipment and the amount requested is £1,080. The application form is incomplete as the applicant has failed to complete page two which is a description of the project.

The maximum which can be awarded under the scheme is £250.

If the Parish Council is minded to approve a grant of £250, Members are recommended to make this contingent upon the Bowling Club securing the £830.00 balance before the cheque is released and to provide evidence that the remainder of the balance has been secured.

8  BOROUGH COUNCILLOR W S DAVIES

9 PLANNING MATTERS

There are no planning matters for consultation.

10  NEIGHBOURHOOD PLAN STEERING GROUP

To receive the two sets of Minutes of the Neighbourhood Plan Steering Group meeting held on 15 October 2019 and on 10 December 2019 respectively.

11  NEWSLETTER – FOR DISTRIBUTION IN SPRING 2020

Members are invited to suggest articles for inclusion in the next newsletter.

12  REVIEW OF WEBSITE

Councillors Chris Baker and Chris Nickson to report progress on their review of the website.

13  TREE-PLANTING – WOODLAN TRUST

At the meeting held on 26 November 2019, this item was requested for inclusion on the agenda.

14  SHARED ITEMS (GUIDE TIME – 10 MINUTES)

Members are invited to share information, or request items to be included on the next agenda. This is also an opportunity for Members to report on attendance at any recent meetings of outside bodies, including Police Cluster meetings.
