1 APOLOGIES FOR ABSENCE
Apologies for absence should be notified to the Clerk by noon on the day of the meeting, if possible.
2 DECLARATION OF INTERESTS
Members to declare any disclosable pecuniary interest or non-pecuniary interest which they have in any item of business on the agenda, the nature of that interest, and in respect of disclosable interests, to leave the meeting prior to the discussion of that item.
Whilst the Clerk can advise on the Code of Conduct and its interpretation, the decision to declare, or not, is the responsibility of the Parish Councillor, based on the particular circumstances.
3 MINUTES
3.1 To approve the Minutes of the Meeting held on 23 July 2019.
3.2 Matters Arising
To consider any issues not the subject of a separate item on the agenda.
4 PUBLIC QUESTION TIME
Members of the public are able to ask a question or make a statement. Questions or statement must relate to the business of the Parish Council, either generally, or in respect of any item on the agenda.
The Chairman or Clerk will respond to questions, but if the Chairman considers that another councillor might have the information, she will defer to him/her. This slot is for members of the public; councillors should not participate unless invited to do so by the Chairman.

There are two seats remaining; both for Chorley Parish.
The following candidates have expressed an interest in joining the Parish Council and will be in attendance.

Each candidate will, in turn, be asked to explain briefly why they wish to become a parish councillor, following which, it is suggested that as there are more candidates than vacancies, a secret ballot be held.
The two successful candidates will each be asked to sign a Declaration of Acceptance of Office which requires them to be bound by the Code of Conduct.
7 BUDGET 2020-2021
The Parish Council is invited to consider the draft budget for 2020-2021. A final budget will be submitted to the November 2019 meeting for approval.
The following documents will follow under separate cover.
Receipts and Payments statement for the period 1 April 2019 – 31 August 2019.
Budget monitoring for the same period.
Report explaining how the budget is prepared. In view of the confusionwhich arose during Public Question Time at the July meeting, the Clerk has provided a full explanation of how the revised estimates to 31 March 2020 impact potential spend to the end of the current financial year and also on the budget for the next year.
At its meeting on 26 November 2019, the Parish Council will be asked to finalise its budget.
8 AUTHORISATION OF PAYMENTS
£160.00 Mrs C M Jones – salary for the period 1 April – 30 June 2019.
£311.00 Mrs C M Jones – reimbursement for the settlement of an invoice with Johnsons the Printers for printing of February and July newsletters. with the Neighbourhood Plan.
£tba HMRC – Tax/NI on the Clerk’s salary.
£tba Andrew Latham – Reimbursement for expenditure associated with the Neighbourhood Plan consultation event on 10 September 2019.
£tba Payment for the Operation Shield equipment to be offered to each household.
9 NEIGHBOURHOOD PLAN STEERING GROUP
Steering Group Members to report on the public consultation event on Tuesday, 10 September 2019, in the Castle Tea Rooms.
10 BOROUGH COUNCILLOR W S DAVIES
Councillor W S Davies to report on Cheshire East Council matters.
11 PLANNING MATTERS
There are no planning applications for consultation.
12 SHARED ITEMS (GUIDE TIME – 10 MINUTES)
Members are invited to share information, or request items to be included on the next agenda. This is also an opportunity for Members to report on attendance at any recent meetings of outside bodies, including Police Cluster meetings.
